In short
DTCP approval means the Directorate of Town and Country Planning has approved a layout's plan, roads and open spaces. RERA registration means the project is listed with the Tamil Nadu Real Estate Regulatory Authority, which adds disclosure and buyer protection. A safe plot purchase in Tamil Nadu usually needs both, and you can verify each one.
If you are buying a plot in Tamil Nadu, two words come up again and again: DTCP and RERA. They are not the same thing. One approves the layout. The other registers the project and protects you as a buyer.
What does DTCP approval mean?
DTCP stands for the Directorate of Town and Country Planning. It is the Tamil Nadu government body that approves layouts outside the Chennai metropolitan area. Inside that area, CMDA does a similar job.
When DTCP approves a layout, it checks the plan on paper. It looks at plot sizes, road widths, drainage and land set aside for parks or public use.
An approved layout gets an approval number. That number should appear on the approved layout drawing.
Why it matters to you
- An unapproved plot can be hard to register, build on or sell later.
- Local bodies may refuse building permission on unapproved layouts.
- Banks generally prefer approved layouts with clear title when they lend.
What does RERA registration mean?
RERA is the Real Estate (Regulation and Development) Act, 2016. In Tamil Nadu it is run by TNRERA, the Tamil Nadu Real Estate Regulatory Authority.
RERA does not redraw the layout. It makes the developer register the project and disclose key details publicly. These include approvals, land details, promoter details and the project plan.
As a general rule, plotted developments need RERA registration when the land exceeds 500 m² or the project has more than 8 plots. Check the current rules on the TNRERA website, as details can change.
Why it matters to you
- The project details are public, so you can check them yourself.
- The developer has legal duties to buyers under the Act.
- You have a regulator to complain to if something goes wrong.
DTCP vs RERA: what is the difference?
| DTCP approval | RERA registration | |
|---|---|---|
| Who gives it | Directorate of Town and Country Planning, Tamil Nadu | Tamil Nadu Real Estate Regulatory Authority (TNRERA) |
| What it covers | The layout plan: plots, roads, drainage, open space | The project as a sale: disclosure, promoter duties, buyer protection |
| When it comes | Before plots can be sold as an approved layout | Before the developer advertises or sells plots in a covered project |
| What you check | Approval number and approved layout drawing | Registration number on the official TNRERA portal |
| What it does not cover | Title, ownership or sale terms | Whether the title is clear (a lawyer checks that) |
How do you verify DTCP and RERA approvals?
Do not rely on a brochure alone. A few simple checks give you real confidence.
- Ask for the numbers in writing. Get the DTCP approval number and the RERA registration number for the exact phase you are buying.
- See the approved layout drawing. It should carry the approval number and show your plot number.
- Match the drawing to the land. On site, check your plot's position, size and road width against the drawing.
- Search the RERA number on the official TNRERA website. Confirm the project name, promoter and location match.
- Confirm the DTCP approval with the DTCP or the local planning office if you have any doubt.
- Ask a property lawyer to verify title, patta and the encumbrance certificate (EC) before you pay an advance.
If a seller cannot give you these numbers, treat that as a warning sign.
